About Low carbon model town This specific program is to facilitate The development of a high-level low carbon vision for the Special Economic Zone (SEZ) of Bitung.. The high-level vision statement will define:

• The vision/mission of Bitung as a Low Carbon Model Town (LCMT), including a policy statement translated into policy targets and a timeline for its achievement; 
• The priority sectors and areas of action most appropriate to achieve the intended Low Carbon Development Strategy (LCDS), under consideration of the city’s and SEZ’s characteristics and the existing policy framework.

Task:
Develop a high-level Vision

• Conduct a policy review and assessment of the existing policy and regulatory environment on national, provincial city and SEZ level 
• Develop a high-level vision statement, including a policy statement, an overall policy target, a timeline for implementation, and the definition of the priority sectors, which will be the main subject of the Low Carbon Model Town Project
• Develop a (i) Provincial, (ii) City and (iii) SEZ profile 
• Condensing the work undertaken under 1-3 into completely drafted write-ups to (i) shared with the PM and the team as per the Timeline indicated below; and (ii) be integrated at the time of report drafting under their respective sections for Deliverable 1 “Low Carbon Development Strategy for Bitung” and for Deliverables 4 “Draft Feasibility Study”
• “Draft Feasibility Study a Output & Format required
• Task Workplan: Description of the approach, methodology and steps to undertake this task, together with a precise timeline for implementation (1/2 - 1 pages in the required format, see below)
• Policy review and assessment (5-10 pages in the required format, see below)
• High-level vision statement (1/2 – 1 page in the required format, see below)
• Provincial, City and SEZ profile (10 - 15 pages in the required format, see below)

• The outputs shall be prepared in clear, concise and correct English language, and should ideally be revised, edited and corrected by a native English speaker internally, having to be considered final and 100% complete by the Task Team Leader before they can be submitted to the Project Manager.

Qualifications

• Master Degree in Energy, Environmental Science and or Urban Planning, and other related fields is required.
• At least three-year work experience in the field of energy policy and or low emission development and other relate energy sector.
• Excellent command of the English language (written and spoken)Proficiency in Microsoft Office programs including Word, Excel, and PowerPoint.
• Ability to handle multiple tasks without compromising both the quality of output/s and deadlines.

Full-time position available ASAP. The chosen candidate would participant in five days mission to Bitung second week of May 2015.
