Background
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action. The position is located in the United Nations Environment Programme (UNEP), Division of Global Environment Facility (DGEF) at the Nairobi duty station. UNEP is one of three implementing agencies of the Global Environment Facility (GEF), alongside the World Bank and the UN Development Programme (UNDP).


The GEF helps developing countries and those with economies in transition to meet the agreed incremental costs of measures designed to achieve global environmental benefits in six focal areas: biological diversity, climate change, international waters, ozone layer depletion, land degradation and persistent organic pollutants (POPs).

Under the overall guidance of the Chief, Evaluation Office and in close cooperation with the Deputy Director of the Division of Global Environment Facility Coordination and the GEF Monitoring Officer, the GEF Evaluation Officer will be charged with responsibility of evaluating UNEP/GEF activities and assisting in the preparation of UNEP’s inputs to the Monitoring and Evaluation requirements of the GEF Secretariat. More specifically the incumbent will:

1. Provide management advice on monitoring and evaluation issues on the implementation of UNEP/GEF activities;

2. Ensure that mid-term and final evaluations of UNEP/GEF activities are properly conducted, including finalization of Terms of Reference in consultation with the relevant programme officers and task managers;

3. Take part in the evaluation/ supervision missions as appropriate;

4. Review and provide comments on draft UNEP/GEF project evaluation reports; prepare a formal evaluation review report and quality assessment as an “evaluation commentary” for each evaluation at draft and final stages;

5. Ensure that evaluation recommendations in particular mid-term evaluation recommendations are communicated to the relevant officers for implementation, with suggestions for preparing an Implementation Plan and follow-up action for future programming;

6. Provide informal advice on project proposals and work with the Monitoring Officer and Deputy Director, DGEF to ensure that all UNEP/GEF activities include a fully budgeted Monitoring and Evaluation Plan;

7. In consultation with the Deputy Director DGEF and relevant GEF project Task Managers, assist in preparing UNEP’s inputs to GEF Annual Performance Review;

8. Assist in preparing half-yearly progress reports of activities of the Evaluation Office;

9. Keep under review the implementation of UNEP/GEF activities at risk;

10. Update the Evaluation Office roster of consultants from which appropriate consultants would be selected in consultation with the relevant programme officer/task manager for the evaluation of UNEP/GEF activities;

11. Prepare analysis of UNEP/GEF projects for the UNEP Biennial Evaluation Report;

12. Provide critical inputs in the evaluation follow-up and maintain the Evaluation Office’s main database on the implementation of evaluation recommendations and lessons learnt;

13. Participate in the preparation of the half yearly progress report on the implementation of evaluation recommendations;

14. Develop the evaluation guidelines and revise and update the relevant sections of the UNEP Manual on Project Formulation, Approval, Monitoring and Evaluation, to keep them in line with developments in project design and evaluation;

15. Provide substantive input in developing UNEP's evaluation strategy, work programme and priorities. Make recommendations for the development and updating of UNEP's evaluation policy through assessing experience gained from past evaluations.

Competencies:

Conceptual analytical and evaluative skills to conduct independent research and analysis, including familiarity with and experience in the use of various research sources, including electronic sources on the internet, intranet and other databases. d.Planning & Organizing: Develops clear goals that are consistent with agreed strategies; identifies priority activities and assignments; adjusts priorities as required; allocates appropriate amount of time and resources for completing work; foresees risks and allows for contingencies when planning; monitors and adjusts plans and actions as necessary; uses time efficiently.

Qualification:

Education:
Advanced university degree (Master's or equivalent) in environmental science, economic, social,managerial, political sciences, or planning.
Experience:
Five years of working experience in environmental programme management, project planning, development and evaluation, preferably, some at the international level.
Languages:
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of other United Nations languages an asset.
Other Desirable Skills:
Excellent computer skills (Microsoft Office, email, internet) are required.
